Which Pokémon are Shiny Locked in Pokémon Scarlet & Violet Teal Mask DLC?
A little less than a dozen Pokémon are shiny locked in the Teal Mask DLC. The legendaries, as one might imagine, are all shiny locked. There are a few others that can’t be shiny either, though. Here is the full list:

What does “shiny locked” mean in Pokémon?
When a Pokémon is shiny locked, it means the player cannot obtain the shiny version of that Pokémon through playing the game. All of these Pokémon do have shiny versions which players can see online, they just won’t be able to catch them. Most of the time, legendary Pokémon and static encounters are shiny locked. Bloodmoon Ursaluna, for example, can only be encountered through Pippin’s side quest. If Bloodmoon Ursaluna were a normal encounter that trainers could find in the wild, then it might have a chance of being shiny. The Sinnoh starters (Turtwig, Chimchar, and Piplup) are shiny locked because they can only be acquired through an Egg. You can get this egg only after completing the Kitakami Pokedex. To do this, talk to Jacq, who can be found at the other end of the bridge that leads to Reveler’s Road.
