Timid (+ Speed, - Attack) Jolly (+ Speed, - Sp. Atk)
It is so sad that Swanna doesn’t have better stats. Outside of its 98 base Speed, none of its base stats are high at all. Since it lacks power, Swanna won’t be breaking through any defensive walls any time soon. That means the best way to get use out of Swanna is by making it KO faster, more frail Pokémon. The choice between Timid and Jolly really comes down to which moves the Swanna is running; Physical Swanna runs Jolly while Special Swanna runs Timid. I personally recommend the physical Swanna over the Special. Physical Swanna gets a nice set of reliable moves with Brave Bird, Liquidation, Flip Turn, and Knock Off. Special Swanna, however, has to pray for Hurricane and Hydro Pump to land most of the time.

Dragapult, for instance, wouldn’t be as powerful if it couldn’t outspeed Greninja and Tornadus.
