The movesets for both Illumise and Volbeat consist of annoying moves: things like Confuse Ray, Attract, Encore, Wish, and more. The longer they stay alive, the more of these moves they can pull off, which is why the Calm nature is a good choice for them both. They won’t resist too much because of their Bug typing, but they can wall some threats with recovery from Wish and the Leftovers item. Modest is only there as an option for Volbeat. Even though Volbeat’s Special Attack is horrendous (47 at base), Volbeat gets the move Tail Glow, which raises Special Attack by three stages.
