Interact with the NPCs and select the “I want to view and upgrade my ships” dialogue option to open the shipbuilder menu. You’ll also need to progress considerably in the game to get various new weapons and upgrades for your ships. Skills like Starship Design allow the installation of superior and experimental ship modules, while Piloting lets you fly B and C-class ships. I recommend ranking up these two skills to take full advantage of aerial combat.
