As mentioned above, Herbert Powell can only be found after you’ve collected the Blue Key and opened the locked Blue Room. To find this key, and its corresponding room, we must first teleport to the Simpson house. Once inside the house, head into the living room and angle your camera so you can see behind the TV. Laying on the floor there should be the Blue Key.

With this key in hand, head upstairs and look for the yellow door specifically marked with the blue lock. As you walk up to it, this door should automatically open, revealing the Herbert Powell character hidden inside.
