Instead, you have to fish in the Ocean sections of the map. This has been confirmed by the developers themselves, who have pinned a message saying, " Winter’s Edge is Anywhere in the Ocean." So, you can simply head out to the ocean area and start collecting these fish using their appropriate bait.
